The priorities of the youth policy are among the key goals of the Kazakhstan-2050 Strategy initiated by the President of the Republic of Kazakhstan, the leader of the nation, NA. Nazarbayev.
Today the country sets itself new large-scale tasks for social modernization, accelerated innovative industrialization and economic integration. Having secured the achievements of 20 years of independence, Kazakhstan intends to confidently move towards the goal of entering the number of 30 developed countries of the world in the third decade of the 21st century. In this regard, the priority task of the state is the adaptation of the state youth policy to the requirements of the time, in which young people become an important factor in the competitiveness of Kazakhstan.

Since the first years of independence, the issues of successful socialization of the younger generation have been and remain the focus of the state's attention. In 1994, Kazakhstan ratified the Convention on the Rights of the Child. On August 28, 1999, the President of the Republic of Kazakhstan approved the Concept of the State Youth Policy of the Republic of Kazakhstan. Later, with the adoption of this document, the Government, since 2001, has implemented a number of programs, including "Youth of Kazakhstan", the Youth Policy Program for 2003-2004, the Youth Policy Program for 2005-2007, as well as the State Program for Patriotic Education of Citizens Republic of Kazakhstan for 2006-2008.All these programs were aimed at ensuring social rights of young people in the field of education, labor and employment, health protection, development of creative potential, creating conditions for the broad socialization of youth and the formation of values of patriotism. The institutional basis for the subsequent implementation of the youth policy was the adoption of the Law of the Republic of Kazakhstan of July 7, 2004 "On State Youth Policy in the Republic of Kazakhstan". Since 2010, the youth policy has been implemented within the framework of the State Program for the Development of Education of the Republic of Kazakhstan for 2011-2020.In 2008, following the results of the Congress of the Youth wing "Zhas Otan" under the People's Democratic Party "Nur Otan" (hereinafter - NDP "Nur Otan"), a Youth Policy Council under the President of the Republic of Kazakhstan was established.
One of the key directions of the state youth policy is the support of initiatives of youth organizations within the framework of the state social order, the volume of which has grown more than 10 times over the past seven years.
A further stage in improving the processes of interaction between the state and the youth was the creation of the Committee for Youth Affairs and Directorates on Youth Policy in Astana, Almaty and the regions in the structure of the Ministry of Education and Science.
