The Ministry of Education and the Ministry of Science and Higher Education have established an interdepartmental council on issues of modern high-quality teacher training
At the opening of the first session of the Parliament of the Republic of Kazakhstan of the VIII convocation, the Head of State Kassym-Jomart Tokayev instructed to take effective measures to improve the level of teacher training and give priority to improving management in the education system.
The Ministry of Education and the Ministry of Science and Higher Education have begun comprehensive work in this direction. Yesterday, a joint meeting of the two departments was held with the participation of heads of regional education departments, rectors of pedagogical universities and heads of subordinate organizations. More than a hundred participants of the event discussed topical issues of high-quality training of teaching staff, the main priorities and ways to solve them.
According to Acting Minister of Education Gani Beisembayev, comprehensive work continues to improve the quality of personnel and the status of teachers. Over the past four years, teachers' salaries have doubled.
“One of the priority tasks of the ministry is to provide educational organizations with highly qualified personnel and improve management in the education system. A program for the selection and training of strong leaders is being developed. Taking into account a full-fledged study, it is necessary to develop rules for creating a base of highly qualified teachers and a personnel reserve for school principals. In order to fulfill the instructions of the Head of State, it is now very important to strengthen the interaction of pedagogical higher educational institutions with the National Academy of Education named after I. Altynsarin and education departments,” Gani Beisembaev emphasized.
At the meeting, acting Minister of Science and Higher Education Sayasat Nurbek, who spoke about ongoing activities to develop teacher education.
“The head of state instructed to specially train 1,000 leaders who will make changes in the field of education. In pursuance of this instruction, the ministry plans to train top managers of new formation schools with a unique vision. To this end, on the basis of the best domestic universities, special master's programs will be implemented with the involvement of leading schools. The standard for accreditation of teacher education will be based on the professional standard "Teacher". In order to adopt the “Circle of Competences of a Teacher”, the Ministry has separately developed a draft professional standard “Teacher of a Higher Educational Institution”. It should be noted that this standard is of a framework nature, taking into account the academic freedom of universities. Also, in order to train teachers within the framework of the Comfortable School project, it is planned to allocate at least 7,000 grants annually in pedagogical areas. In addition, together with the Ministry of Education, a qualification test for teachers will be finalized,” said Sayasat Nurbek.
The discussion was attended by the rectors of the Kazakh National Women's Pedagogical University, the Arkalyk Pedagogical Institute named after I. Altynsarin, the Kazakh National Pedagogical University named after Abay and the heads of the National Scientific and Educational Assessment Center named after A. Baitursynuly "Taldau", the National Academy of Education named after I. Altynsarin, heads education departments. In particular, issues of joint cooperation, training and improving the competence of young teachers were raised.
As a result of the meeting, the two departments decided to establish an interdepartmental council on issues of modern high-quality training of teachers, which will continue to work to improve the quality of personnel and provide educational organizations with highly qualified specialists.
